Housing and Community Development
The Department of Housing and Community Development administers State and Federal housing and community development loan and grant programs. These programs develop and rehabilitate rental and supportive housing, promote homeownership, provide emergency rent relief, and assist in creating housing for farm workers, people with disabilities, and people experiencing homelessness. The Department also administers the Community Block Grant Program that funds housing activities, public works, community facilities, and public service projects serving lower-income people in rural communities.

Be ready to provide:
  • Name of the Utility Provider
  • Full name of the customer. If you are not the customer of record, you must be authorized to discuss the account with the utility company.
  • Account Number

The Hunger Relief Program, formerly Project MANA, is a food pantry that provides hunger relief services through weekly food distributions and other community food programs. All services are free and available in English and Spanish.

Pioneer Community Energy is a Community Choice Aggregator (CCA) that was formed in 2017. CCAs are not-for-profit public agencies that purchase electricity for residents and businesses in the community, leading to more competitive energy rates. Pioneer is one of 24 operational CCAs in California. CCAs work with the Investor Owned Utilities (IOUs) like PG&E. PG&E maintains the physical infrastructure, delivers the power, and provides the billing service. 

Pioneer serves large areas of Placer and El Dorado counties and will begin service to the Cities of Grass Valley Nevada City in Nevada County in 2024.

Pioneer negotiates with energy producers and purchases the electric supply used by homes and businesses in Pioneer’s service area. Pioneer provides the electric energy supply used by homes and businesses which is then transmitted over PG&E’s power poles and transmission wires. PG&E will continue to read customer meters and bills just as they always have.
