The Adult Protective Services program provides intervention activities directed toward safeguarding the well-being of elders and dependent adults suffering from or at risk of abuse or neglect, including self-neglect. 

APS Eligibility:

Elder (60 years and older) and dependent adults (18-59 years old) who experience abuse, neglect, self-neglect or financial exploitation and otherwise meet the eligibility criteria for Adult Protective Services (APS).

Home Safe:

Home Safe is a locally administered program available through a homelessness prevention demonstration grant.

Home Safe serves APS clients who are at imminent risk of homelessness or recently became homeless due to abuse, neglect, self-neglect, or financial exploitation.

The goal of the Home Safe program is to support the safety and housing stability of individuals involved in APS by providing short-term housing-related assistance.

To stay at The Gathering Inn, a referral through the Coordinated Entry system is required. To get a referral, call the Placer County Homeless Resource Helpline at 833-375-2237 (or 833-3PLACER).

The Gathering Inn South Placer Emergency Shelter operates a nomadic emergency shelter in partnership with local churches across Placer County.

The program provides shelter, meals, and supportive services for individuals and families experiencing homelessness.

Daily schedule includes:

  • Intake begins at 1pm
  • Check-in at 4pm
  • Transportation to host churches departs at 6pm

Participants must also contact The Gathering Inn directly to confirm interest in receiving services and to be added to the program waitlist.

Services available to program participants and individuals on the waitlist include:

The Housing Choice Voucher Program (HCV) formerly known as the Section 8 Voucher Program, is a rental assistance program to help low and very low-income families, persons with disabilities, and seniors so they can live in affordable, safe, and decent housing. Roseville Housing Authority's jurisdiction includes the City of Rocklin (Rocklin is covered by both Placer County Housing Authority and Roseville Housing Authority). Funds are only available to people from the waitlist, which opens from time to time.

Housing Choice Voucher Program (can be used anywhere) but unfortunately the waiting list is closed and applications are not available at this time. The waiting list will open once they have assisted all applicants on their current waiting list. If you would like to be notified when the waiting list reopens you can sign up for an email notification on their Housing Choice Voucher webpage, by clicking on the link or scanning the QR code with a camera phone.

Each Mercy Housing community has its own leasing office and its own application process. Please call each community directly if you or your family would like to rent a low-income apartment home at one of Mercy Housing’s communities.

When you call, the community staff can answer questions regarding apartment availability, rent, income requirements or restrictions and how to obtain an application for housing.

Project GO owns and operates five affordable apartment communities in Placer County, two for low-income families and three for seniors. Visit this webpage for the list and contact information for individual apartment communities.

Communities are newly constructed or substantially renovated, and are available to individuals and families at affordable rates, generally lower than the market rate. Qualified residents are eligible under Section 42 guidelines which are based upon total household income, including income from their assets, equal to or less than the pre-set income limits for the area where the community is located (not a percentage of income), and rent amounts are based on community standards.

Volunteers of America (VOA) Family Shelter, Home Start Inc. operates a non-profit emergency shelter (operating 24/7, 365 days a year) for homeless families in Placer County.


Services include:

  • Intensive Case Management
  • Housing advocacy
  • Housing placement services
  • Individual units – so rather than a nomadic shelter, each family will have their own unit
  • Food (as needed)
  • Support
  • Live in-person support – after hours
  • Life skills groups

The Cirby Wellness Center offers free wellness activities and support services for Adult System of Care (ASOC) clients and community members.

Services include:

  • Hosting group activities such as journaling, choir, gardening, hiking, and health education
  • Providing support with job readiness, resume writing, and budgeting
  • Offering help accessing housing, food banks, Medi-Cal, and mental health screenings
  • Supplying all needed materials; no cost to participate

Additional notes:

Open to both ASOC clients and the general public. Operates within a county outpatient mental health clinic, where additional services may be available.
