Adult Protective Services is part of the Adult System of Care, one of six divisions of County of Placer Health & Human Services. Home Safe is a program available for qualifying APS clients.

APS
The Adult Protective Services program is intended to provide intervention activities directed toward safeguarding the well-being of elders and dependent adults suffering from or at risk of abuse or neglect, including self-neglect. A special 24-hour, 7-day a week, response program is available by calling Adult Protective Services at 916-787-8860 or toll free at 888-886-5401.

APS Eligibility:
Elder (60 years and older) and dependent adults (18-59 years old) who experience abuse, neglect, self-neglect or financial exploitation and otherwise meet the eligibility criteria for Adult Protective Services (APS).

Note: As defined in W&IC section 15610.23: “(a) ‘Dependent adult’ means any person residing in this state, between the ages of 18 and 59 years, who has physical or mental limitations that restrict his or her ability to carry out normal activities or to protect his or her rights including, but not limited to, persons who have physical or developmental disabilities or whose physical or mental abilities have diminished because of age.

HOME SAFE
Home Safe is a locally administered program available through a homelessness prevention demonstration grant. Home Safe serves APS clients who are at imminent risk of homelessness or recently became homeless due to abuse, neglect, self-neglect, or financial exploitation.  The goal of the Home Safe program is to support the safety and housing stability of individuals involved in APS by providing short-term housing-related assistance. Currently operating July 1, 2022 - June 30, 2025.

Home Safe Eligibility
Clients must meet all 3 conditions:
  1. Must be a client with Adult Protective Services
  2. Must be homeless or at risk of homelessness; and
  3. Must voluntarily agree to participate in program

Examples of Home-Safe Housing-Related Support Services:
  • Rental and security deposit assistance
  • Utility assistance
  • Legal services and eviction protection
  • Heavy cleaning
  • Housing rehabilitation and modification costs
  • Provision of basic housing items and resources
  • Transportation related to housing needs
  • Costs associated with moving or relocating
  • Assistance in making higher-level care placements
Note: In some instances, Home Safe participants may require long-term housing interventions, and will be referred to the Placer County Homeless Continuum of Care for long-term services.
