Pioneer Community Energy is a Community Choice Aggregator (CCA) that was formed in 2017. CCAs are not-for-profit public agencies that purchase electricity for residents and businesses in the community, leading to more competitive energy rates. Pioneer is one of 24 operational CCAs in California. CCAs work with investor-owned utilities (IOUs) like PG&E. PG&E maintains the physical infrastructure, delivers the power, and provides the billing service. 

Pioneer serves large areas of Placer and El Dorado counties and the Cities of Grass Valley and Nevada City in Nevada County.

Pacific Gas & Electric Company (PG&E) serves as a Program Administrator for California’s statewide Self-Generation Incentive Program (SGIP), which provides financial support for installing energy storage systems in residential homes.

Services include:

  • Financial incentives for qualifying customers installing battery storage systems
  • SGIP Equity Resiliency incentive covering full installation costs for eligible customers
  • Priority support for Medical Baseline customers living in High Fire Threat Districts (HFTD)
  • Participation in the SGIP Financial Assistance Pilot, which removes upfront costs for approved households
  • Education and outreach efforts to expand program access

SGIP is administered by the California Public Utilities Commission (CPUC). PG&E's pilot programs and incentives are designed to reduce barriers for medically vulnerable and wildfire-prone households.

Public Safety Power Shutoff (PSPS) Events

To protect customers and communities from the risk of wildfire, Liberty will temporarily turn off power when weather conditions present an increased fire risk. Power outages might be prolonged, lasting several days. In partnership with fire weather experts, Liberty monitors real-time weather data and forecasts and regularly tests fuel moisture during the fire season. If it is determined that the forecasted conditions meet or exceed safety thresholds, Liberty will initiate a PSPS.

PSPS Alerts

In the event that a PSPS is a possibility, Liberty will attempt to contact customers through calls, texts and emails, using contact information on file. Call 800-782-2506 to update your account's contact information. An online account can be created through Liberty's website. If you have any difficulty registering your account, please call Customer Care at 800-782-2506 for assistance.
