Pioneer Community Energy is a Community Choice Aggregator (CCA) that was formed in 2017. CCAs are not-for-profit public agencies that purchase electricity for residents and businesses in the community, leading to more competitive energy rates. Pioneer is one of 24 operational CCAs in California. CCAs work with the Investor Owned Utilities (IOUs) like PG&E. PG&E maintains the physical infrastructure, delivers the power, and provides the billing service. 

Pioneer serves large areas of Placer and El Dorado counties and will begin service to the Cities of Grass Valley Nevada City in Nevada County in 2024.

Pioneer negotiates with energy producers and purchases the electric supply used by homes and businesses in Pioneer’s service area. The PG&E REACH program helps low-income families keep their utilities services turned on in times of hardship or crisis. REACH stands for Relief for Energy Assistance through Community Help.

REACH provides an energy credit for up to $300 based on the past due bill (energy credit support is subject to funding availability).
