PG&E's CARE and FERA discount programs help eligible customers pay their energy bills. People must complete the online CARE/FERA enrollment form to find out if they're eligible.

  • California Alternate Rates for Energy Program (CARE). A monthly discount of 20% or more on gas and electricity. Participants qualify through income guidelines or if enrolled in certain public assistance programs.
  • Family Electric Rate Assistance Program (FERA). A monthly discount of 18% on electricity only. Must be a household with three or more people. Participants qualify through income guidelines.

The Disability Disaster Access and Resources Program (DDAR) a joint effort with the California Foundation for Independent Living Centers (CFILC) and PG&E to support people with disabilities and older adults before, during, and after a PSPS event.

The program enables qualified customers who use electrical medical devices to access backup portable batteries through a grant, lease-to-own or the FreedomTech low-interest financial loan program.

Transportation resources, lodging and food options are also provided through an online application process to qualified customers. CFILC administers all aspects of the program.

There is no senior discount for use of the transfer station.

The Truckee Donner Public Utility District's  Energy Savings Program (ESP) provides energy and water efficiency upgrades and utility bill assistance to qualifying households. 

The program is available to Truckee Donner Public Utility District (TDPUD) account holders who are primary residents and meet income or program eligibility requirements.

Services include:

  • Free in-home assessments from certified energy specialists
  • Free products to reduce energy and water use, such as:
  • Up to 50 LED light bulbs
  • Low-flow showerheads and sink aerators
  • Weather stripping, door sweeps, and hot water pipe insulation
  • An annual credit equal to the largest bill from the past 12 months (up to $200)

  • Heating and cooling systems, repairs and replacements
These upgrades may be available to eligible Southwest Gas customers in northern California through the Energy Savings Assistance program. Eligibility is determined by either total household gross income or if the household receives other public assistance through programs such as Medicaid/Medi-Cal, Supplemental Security Income, CalFresh/SNAP, Head Start (Tribal Only), Bureau of Indian Affairs General Assistance, WIC, National School Lunch Program, Low Income Home Energy Assistance (LIHEAP), CalWORKS (TANF) or Tribal TANF. The Water Well Trust (WWT) is a 501(c)(3) nonprofit organization created by the Water Systems Council. With its partner it provides loans (up to $15,000 at a 1% interest for a 20 year term) for wells for low‐income families that need safe drinking water. WWT serves people in the United States who live primarily in rural, unincorporated areas or minority communities that may be isolated and difficult to reach. They assist low‐income families who live in areas where the extension of public water supplies to serve them doesn’t make economic sense for them, for the public water supply owners, for federal, state or local funding sources.

Beneficiaries of the Water Well Trust are low-income families or individuals that have wells that are no longer functioning properly, have contamination issues that render the well unusable, or have no well or safe water source. The Water Well Trust also has funding for septic systems.

Pacific Gas and Electric Company (PG&E) operates a Geographic Zones Map to help communities understand local wildfire risks and Public Safety Power Shutoff (PSPS) protocols.

The program is informed by the California Public Utilities Commission (CPUC) High Fire Threat Map. 

In Nevada and Placer Counties, PG&E designates service areas under Zone 5, indicating elevated wildfire threat levels.

Services include

  • Zone-based maps for PG&E service areas
  • Identification of areas subject to PSPS due to wildfire risk

Additional notes

Maps are updated in coordination with state-level fire safety authorities. Zone designations help residents prepare for outages and understand regional fire risk levels.
