Refers home care providers to seniors and people with disabilities who qualify for In-Home Supportive Services and need assistance with domestic tasks and personal care. Refers home care providers to consumers who do not qualify for IHSS through a private pay registry. Assists care providers in completing the steps to register as an IHSS provider, including orientation, paperwork, and Live Scan fingerprinting. Assists IHSS providers with timesheets and payroll. Meals on Wheels is the flagship program of the Older Americans Act. It exemplifies a service designed to help Older Adults Age in Place by targeting people who are home alone during the day and who have difficulty preparing simple meals. For clients who need the service temporarily.

Eligibility:
At the time services are provided, clients shall be:
  • 60 years of age or older, sufficiently functionally impaired and homebound; or,
  • The spouse, of any age, of an eligible client; or,
  • A person with a disability (of any age) who lives with an eligible client.

The In-Home Supportive Services (IHSS) program will help pay for services provided to you so that you can remain safely in your own home. To be eligible, you must be over 65 years of age, disabled, or blind. Disabled children are also potentially eligible for IHSS. IHSS is considered an alternative to out-of-home care, such as nursing homes or board and care facilities.

The In-Home Supportive Services program (IHSS) allows limited-income elderly, blind, or disabled people to hire someone to help them with housework, meal preparation, and personal care. With this help, the IHSS recipient may remain safely in their home and will not need to move into a care facility or an institution. The IHSS program is funded by federal, state, and county resources. The IHSS recipient chooses their care provider, supervises the provider's work, defines how tasks will be completed, and can fire the provider if necessary.

The IHSS program pays providers to provide personal care, such as:
  • feeding and bathing
  • household tasks such as laundry, shopping, meal preparation, and light housecleaning
  • transportation
  • protective supervision
  • certain paramedical services ordered by a physician

IHSS does not pay for the following services:
  • general gardening or yard clean-up that does not present a hazard
  • feeding, cleaning up after, or exercising a pet
