They work with residents, neighborhood associations, public service agencies, and city departments. Code enforcement applies the Lincoln Municipal Code (LMC) to address nuisances.

Pioneer Community Energy is a Community Choice Aggregator (CCA) that was formed in 2017. CCAs are not-for-profit public agencies that purchase electricity for residents and businesses in the community, leading to more competitive energy rates. Pioneer is one of 24 operational CCAs in California. CCAs work with investor-owned utilities (IOUs) like PG&E. PG&E maintains the physical infrastructure, delivers the power, and provides the billing service. 

Pioneer serves large areas of Placer and El Dorado counties and the Cities of Grass Valley and Nevada City in Nevada County.

Crisis counseling
Survivors of domestic violence, sexual assault, and human trafficking can obtain crisis counseling at any time, day or night, either by calling the Stand Up Placer 24-hour Helpline at 1-800-575-5352, using our chat feature, or by coming into one of our service offices during business hours: 8 a.m. – 4:30 p.m., Monday through Friday. A trained advocate will assess the survivors’ situations, help them with a safety plan, and go over various options with them.

Shelter and safe housing

Placer County Public Health provides vaccine information and access for Placer County residents, including safety-net clinics for eligible children and limited COVID-19 vaccinations for uninsured adults.

Services include:

• Flu, COVID-19, and routine vaccines for children and adults
• Safety-net immunization clinics for VFC-eligible children ages 4–18
• Vaccine appointments by phone, except for Kaiser Permanente members (who must schedule directly with Kaiser)

Pacific Gas and Electric Company (PG&E) operates temporary Community Resource Centers (CRCs) in Placer County during Public Safety Power Shutoff (PSPS) events. CRCs offer essential services to individuals impacted by power outages initiated for wildfire prevention.

Services include:

• Providing bottled water
• Offering charging stations for small electronic devices
• Operating accessible restrooms
• Offering seating and air-conditioned spaces, depending on location

CRCs are opened only during active PSPS events. Locations, hours of operation, and available services vary by event.

Assistance League of Greater Placer offers a variety of community programs, mostly for local schools.


• Angels for Aging - Volunteers from Assistance League provide visits, gifts and cards to residents of assisted living facilities in our communities.
• Kids on the Block - An educational puppet program performed in schools to enlighten children about bullying, school safety and learning differences.
• Dressing for Success - A program providing women and men entering or re-entering the workforce with job appropriate clothing.

CalFresh, formerly known as Food Stamps and known federally as SNAP (Supplemental Nutrition Assistance Program), provides extra funds to help those who are in need each month to buy groceries.

With a CalFresh electronic “debit” card (known as EBT) you can buy most foods at many food stores and farmers markets.

Several Nevada County Farmers Markets offer a CalFresh matching program called Market Money (or Market Match), where you can double your CalFresh dollars up to a specified dollar amount per market per week. Amount may change from year to year.
