The California Immigrant Policy Center (CIPC) is a constituent-based statewide immigrant rights organization with offices in Los Angeles, Sacramento, San Diego, and Oakland. It is the premiere immigrant rights institution in the state that promotes and protects safety, health, and public benefits and integration programs for immigrants, and one of the few organizations that effectively combines legislative and policy advocacy, strategic communications, organizing, and capacity building to pursue its mission. The Disability Disaster Access and Resources Program (DDAR) a joint effort with the California Foundation for Independent Living Centers (CFILC) and PG&E to support people with disabilities and older adults before, during, and after a PSPS event.

The program enables qualified customers who use electrical medical devices to access backup portable batteries through a grant, lease-to-own or the FreedomTech low-interest financial loan program.

Transportation resources, lodging and food options are also provided through an online application process to qualified customers. CFILC administers all aspects of the program.

Complaints
The Department of Housing and Community Development receives and processes complaints from the public and from public officials related to living in manufactured homes and mobile homes. The agency protects families and individuals who live in mobile homes by inspecting mobile home parks for health and safety violations in areas where the local government has not assumed enforcement. HCD further protects consumers by enforcing regulations for those who build and sell manufactured homes. This agency receives and processes complaints from the public and from public officials related to living in manufactured homes and mobile homes. Individuals can submit a complaint online.
