Housing Choice Voucher program is a part of Human Services, one of six Divisions of County of Placer Health & Human Services.

The Housing Choice Voucher Program (HCV) formerly known as the Section 8 Voucher Program, is a rental assistance program to help low and very low-income families, persons with disabilities, and seniors so they can live in affordable, safe, and decent housing. This program covers all of Placer County with the exception of the City of Roseville. The City of Roseville has its own Housing Authority.

The K9's 4 Kids​ program gives children who are experiencing trauma a chance to love and be loved by a trained therapy dog and experience normalcy in a stressful environment. A dog facilitates an acceptable emotional connection for youth who have a hard time connecting with others.

A therapy dog team includes a dog, a handler, and a companion volunteer – typically a CASA volunteer.

Child Advocates of Placer County's teams visit:
  • Juvenile Detention Facility (for probation youth) every Friday afternoon 
  • Koinonia Emergency Placement homes (for kids who have recently been detained from their families due to abuse or neglect) every Tuesday

In order to expand the K9's 4 Kids program to transitional housing programs and other sites, Child Advocates of Placer County is looking for people who have a trained dog to join. CalWORKs is a public assistance program that provides cash aid and services to eligible families that have a child(ren) in the home. The program serves all 58 counties in the state and is operated locally by county welfare departments.

The County of Placer has four CalWORKs offices: Rocklin, Carnelian Bay (Tahoe), and two in Auburn. Services available at each location differ. See detail below.

If a family has little or no cash and needs housing, food, utilities, clothing or medical care, they may be eligible to receive immediate short-term help. Families that apply and qualify for ongoing assistance receive money each month to help pay for housing, food and other necessary expenses.

The amount of a family‘s monthly assistance payment depends on a number of factors, including the number of people who are eligible and the special needs of any of those family members. The income of the family is considered in calculating the amount of cash aid the family receives.

Our transitional housing program provides up to 12 months for each household in a recreational vehicle.

Everyone Matters Ministries provides:
  • A safe space for individuals, couples, or families to live for up to 12 months
  • Weekly boxes of food
  • ​Financial literacy
  • Increased employability
  • Emotional and spiritual support

Transitional Housing:
Through a fleet of Recreational Vehicles or RV's, we are able to provide a transitional housing environment to individuals, couples, or families to have a safe space to live for up to 12 months. We want to help them experience safety, love, and healing so they can overcome the hurdles that led to their circumstances of homelessness.

Requirements:
Each household is required to pay a small program fee, meet with a mentor/case manager, must have a part- or full-time job, and save money each month towards future housing.

Compassion Planet serves aged-out foster and at risk youth by addressing needs such as housing, life skills, coping skills, nutrition and employment through over 1,200 hours in our year-long intensive Mentor Program.

Trainees are employed by Compassion Planet at Deer Creek Farm and Compassion Thrift Store where a variety of skills training, work experience and an individualized growth plan for each trainee is developed and tracked. Social workers, trauma informed staff and trained volunteers work alongside our trainees in an occupational environment, which provides a controlled setting to discover how everyday life choices can impact future employment, goals and dreams. This hands-on approach gives Compassion Planet the opportunity to address whole-life principles such as finances, decision-making, health, hygiene, communication, nutrition, manners, healthy relationships, character, ethics, and leadership in addition to providing the needed coaching in career development.

Roseville has established a 10 percent affordable housing goal (a combination of purchase and rental) in an effort to create a partnership with the development and business communities in providing housing for low to middle income families.

There is a list of subdivisions that still have an obligation for affordable units but they may not have been built or marketed yet. There is information on their website on how to sign up for email notification when affordable purchase units, whether new or resale, become available.

The City of Roseville's 10 percent affordable housing goal includes affordable rental units to provide rental housing for low to middle income families. Affordable Rental Housing Development Agreements (ARHDA), Regulatory Agreements and Owner Participation Agreements are the mechanisms by which affordable units are identified. The agreements require affordability be maintained for a specific time period. City staff monitors each agreement on an annual basis to ensure compliance and reports its findings to the City Council during a public hearing.

The First Time Home Buyer Down Payment Assistance Program (FTHB) is designed to promote home ownership for low income, first time homebuyers. Down payment assistance is in the form of a deferred loan (second mortgage), not due and payable until sale, transfer of property or 30 years, whichever happens first. Maximum assistance will be in the amount of $60,000. Contact the City of Roseville to inquire if there are funds available. We always accept applications to add interested buyers to our waiting list.

The Housing Rehabilitation program provides loans and grants for housing occupied by low-income families to correct home health and safety problems and help revitalize neighborhoods. Deferred payment loans (no monthly payment required) of up to $100,000 at 0% interest are available to qualified, owner occupied properties. Loans can also be used to make the home accessible to accommodate persons with disabilities. One time only grants of up to $5,000 are available to low-income elderly and/or disabled homeowners. These grants are used to correct health and safety defects and do not need to be repaid. Program funds are very limited.
