The Adult Protective Services Program is intended to provide intervention activities directed toward safeguarding the well-being of elders and dependent adults suffering from or at risk of abuse or neglect, including self-neglect. A special 24-hour, 7-day a week, response program is available by calling Adult Protective Services: 530-265-1639 or 888-339-7248.

Home Safe is a homelessness prevention demonstration grant that will serve APS clients who are at imminent risk of homelessness or recently became homeless due to abuse, neglect, self-neglect, or financial exploitation.  The goal of the Home Safe program is to support the safety and housing stability of individuals involved in APS by providing short-term housing related assistance.

APS Eligibility:
Elder (60 years and older) and dependent adults (18-59 years old) who experience abuse, neglect, self-neglect or financial exploitation and otherwise meet the eligibility criteria for Adult Protective Services (APS); and need housing related supports. This program is open to everyone who qualifies regardless of immigration status.

Note: As defined in W&IC section 15610.23: “(a) ‘Dependent adult’ means any person residing in this state, between the ages of 18 and 59 years, who has physical or mental limitations that restrict his or her ability to carry out normal activities or to protect his or her rights including, but not limited to, persons who have physical or developmental disabilities or whose physical or mental abilities have diminished because of age.
 
Home Safe Eligibility Requirements:
  1. Must be a client with Adult Protective Services or be eligible to be a client
  2. Must be a victim of abuse and/or neglect/ self-neglect
  3. Must consent to services and participate in data collection and follow up
Examples of Home Safe housing-related support services:
  • Rental and security deposit assistance
  • Utility assistance
  • Conflict mediation with landlords
  • Heavy cleaning
  • Mental health referrals

Note: In some instances, Home Safe participants may require long-term housing interventions, and will be referred to the Nevada County Homeless Continuum of Care for long-term services and supports.
