Places children from birth to age 21 in certified foster homes if they are unable to remain at home with their biological parents. Provides ongoing support services to foster children and families after a child is placed in an EMQ FamiliesFirst foster home.

Provides adoption services to prospective adoptive parents and to special needs children whose permanent plan is adoption.
